UNITED STATES COURT OF APPEALS SECOND CIRCUIT

March 30, 1979

FRANCES ZAMNIK, PLAINTIFF-APPELLANT,
v.
VETERANS ADMINISTRATION, ET AL., DEFENDANTS-APPELLEES.

Present: HONORABLE J. JOSEPH SMITH, HONORABLE WALTER R. MANSFIELD, HONORABLE WILLIAM H. MULLIGAN, Circuit Judges.

Frances Zamnik having appealed pro se from an order of the Southern District of New York (Goettel, J.) dismissing her complaint in 77 Civ. 1610, and this court having reviewed the record and read the briefs of the parties, the order of the District Court is hereby

AFFIRMED. The second amended complaint, viewed liberally and most favorably to appellant as a pro se plaintiff, Haines v. Kerner, 404 U.S. 519 (1972), fails to state facts amounting to a claim upon which relief can be granted.
