MEMORANDUM & ORDER
A hearing was held on March 17, 2004. The parties agreed, and the court orders, that the issues of liability and preliminary and permanent injunctive relief will be severed from the issue of damages, and that a bench trial will be held promptly to decide the liability and injunctive relief issues. The issue of damages, if any, will be tried to a jury.

Discovery will proceed according to the Magistrate Judge's expedited schedule.
